Justification is that because when you crack your head on the windshield and become a quad, the people of the state have to take care of your ass for the rest of your life as we are too humane to just put you down by causing you drift off into a lethal heroin induced dream.

here in Oklahoma they did away with safety inspections for vehicles, but they gave the police the right to pull any vehicle over and preform a safety inspection if they fill the car is unsafe.

If the police just shot the idiots not belted in (or aholes on cell phones or texting) it would make my driving expirence and the safety of everyone on the road a whole lot better.
Road-side snipers could create more accidents. They should pull them over first and then off them while they're looking for the license and registration.

They do it here all the time. They'll stop you for a seatbelt violation and then proceed to search your car for drugs if they feel like it.

Yep, in Texas this is true at least anyway.
As well as West Virignia, Ohio, and Illinois AFAIK.
It is largely based on state law but to say broadly "they can't" is misinformation at best, particularly given that well over half the states in the country view it as Primary Enforcement.
