They passed it under the same type of "think of the children" or "you not being safe costs us all money" bullcrap.
The reality is that it gives them an almost iron clad reason to pull a lot of people over to check their cars for other illegal activity.
And it's a cash cow for them.

Also the prison industry. Half the people inside prison I bet are nothing more than people who forgot to put on their seat belt. When does not using a safety harness make someone a criminal?

I guess legally they can because you are operating a vehicle on public roads.
As for benefits beyond personal safety, perhaps seat belts can make it easier for the emergency responders and doctors who try to save your life. It also encourages the public to be more serious about driving safety.

So they can combine it with every other control law to strip away your sense of freedom and slowly guide you into an eternal pit of doom otherwise known as the liberal-neocon police state.
