Uhm, no they can't. They only have about 400 weapons, and of that total less than 50 are ICBMs capable of reaching the Continental US.
China's nuclear weapons are pointed at Russia, same as ours are, which is why they have way more medium range weapons than long range.

Those are low figures from 2000, but that aside I wasn't implying that all 10,000 would have nuclear warheads (even if they are capable of doing so at a significant cost). They could be filled with a conventional payload to render America's worthless missile defense system even more worthless.
