That's a different "0.5 points" than he's talking about.
What you are talking about the hidden 0.5 points in each +stat gem. Which means that if you use two +stats gems for the same stat (in two separate pieces, of course), the total +stat will be one higher than you might be expecting. Two points higher if you use four gems, etc.
Note that if jewelry bonuses include a +stat which is not evenly divisible by 3, then the piece of jewelry will also have that hidden 0.5 stat point. In which case using a single +stat gem in your SC will give you the extra point.
EDIT:
Example:
You SC a +7 str gem into a piece of armour.
Your necklace has +18 str. Since 18 is evenly divisible by 3, there is no hidden 0.5 points, and the total +str from those two items is +25.
Alternately, your necklace ha +19 str. 19 is not evenly divisible by 3, so there is a hidden 0.5 points there. Ditto the SC'd gem. so the total bonus for the two pieces would be 27 points (not 26 as you might expect).
This is occasionally useful when doing a really tight temp. If you're coming up only one point short in a stat, rather than increasing a gem size by one level, first check to see if you have a hidden point in among your SC and jewelry.
