It an unspoken rule that you tip... the wait staff gets paid well below minimum wage for such said reasons
and that waiter didn't do any work for you, so why would you pay them?
If you went to work, and sat there and did nothing, what would happen?

I tip according to the level of service received. If it is bad enough, I have no problems leaving nothing but if I have time I will speak with the Manager so they understand.

I call that Thursday, usually what would happen is I'd go home and then come in on Friday and try to do as little as possible as well.

Being a moderator I KNOW you're not new here but could you possibly save your reasonableness and helpful contributions for the 5th or 6th page. please?

Waiters around here usually make more per hour than i do, so my tip starts at 0%. If they just do their job, then no tip. Thats what they are paid to do after all. If they are extra friendly (without driving me nuts ), then i will tip 10%. I have tipped 200% before but that was because my daughter puked on the floor and the waitress that cleaned it up was still cheerful, and her only comment was "profanity happens" instead of freaking out.
