Fact remains that it is optional. Also unspoken rule that if you don't see your waitstaff for most of the night, they didn't actually work for more than that less-than-minimum wage now, did they?

Doesnt matter, they are working in a service capacity. If I feel they are under preforming in that service that badly I just wont tip. On the flip side I will generally tip more than 15% if the service is exceptional.

It's also there for incentive to treat customers better. If they don't do that, they don't get paid, or the restaurant has to reimburse

i would not have tipped in that situation if the service had been that bad and i'm usually a generous tipper. i don't believe in rewarding crappy service, it only encourages more of the same. if everything was that bad and there wasn't any attempt to make it up to you i would have left no tip and i would have spoken to the manger or owner.
