My sisters were waiters when they were young and they told me early on if your unhappy with your service the most effective and polite way to do it is to end your tip with a penny. So if you were going to do 10% of the $91 I would have done $9.01. The theory behind it is if you just give $9 the server may think they did ok but you were just cheap, if you do $9.01 they know that you left a low about on purpose.

Also if they have to report / share their tips it looks bad if there are always pennies in the jar.
