No, that would imply that creating a great game was once their first priority. Let me assure you: making a great game was NEVER their first priority. Making money has and always will be more important.
Anyone who thinks otherwise is kidding themselves. Also- this statement is not a condemnation of Blizzard, it is true for all companies. That's just the way it is.
