No. At best it explicitly forbids homosexual anal sex. You may call that a distinction without a difference but it isn't at all. The old testament never says God doesn't like gay people.
It is just a rule about conduct. The same way you're not supposed to have sex with a menstruating woman or whatever.

The old testament doesn't prohibit male oral sex or any other form of male on male sexual contact and it certainly never talks about sexual identity.
It is a pretty important distinction in the way the mitzvot work. It is just a conduct rule like any other, and conduct rules are traditionally left up to the individual parties to regulate. There's a famous rabbinical statement about no one ever knowing if you have sex with your wife on her period so it doesn't make sense to try to enforce it. The leviticus prohibition is the same sort of thing.
People who point to it to justify anti-gay bigotry are morons who can't even ead their own holy book right.

I agree that it is a conduct issue for Jews, but it doesn't specify anal sex. I think it covers sexual gratification in general.
Sodomy is forbidden in general even with members of the opposite sex.
