I understand that and is why my post is so neutral in tone. I'm kind of a freak about dogs, the whole 'dog on a chain' thing really makes my blood boil, but I get you are trying to do the best you can.
If it is the best you can do, you would be best trying to find a home for him.

I pulled that up from a google search. Regions usually have their own organizations - for example, 2 of my 3 bassets we got from Basset Rescue of Old Dominion, which is for the MD\Va\Pa\West-by-God area. Check google and see what is near you.
Please note, I am trying to be helpful and not flame you. Sometimes, despite our best intentions, we aren't equipped to be proper stewards for some animals. Recognizing that and getting the animal to someone who can is the best thing you can do for them. I've been through this personally - it sucks - but being a good steward means doing what is right for the animal, not for you.
