Poor kid's families either pay property taxes or pay rent to a landlord who pays property taxes. And, this plan would make a lot more poor people...school janitors.
And, of course, a kid is bound to get hurt doing this stuff. Or, mess something up and cause a lot of expensive damage. Being a janitor maybe isn't as skill intensive as a lot of jobs but it's not as easy and straight-forward as folks like Gingrich seem to assume. I doubt he could do it.
Now, if the school were to pay poor kids to do community service stuff that no one is being paid to do now, I'd say that was probably a good idea.
