The problem with your simplistic per-capita number is that it completely ignores what has already been pointed out: 3,794,101 sq mi
Now go re-run your numbers, using population density per square mile, and see what you come up with. Free clue: Verizon spent almost $30 billion just in their
initial FIOS deployment.
