Ummm no thats not the message. The message is that her economy is better than America's because we keep borrowing money and the guy that wants you to vote for him will try to make our economy better than hers again by not borrowing more money from china.

There are at least two attempts at humor in this ad. Only one is racial.
The first attempt at humor is the suggestion that this democrat is some kind of hero among the chinese. That's not racist.
The other attempt at humor is a big smiling chinese girl in city clothes riding a bike through a rice paddy speaking with a bad accent. These are obvious racial stereotypes that are at best unfunny and at worst blatantly racist.
