Probably NWN. It was hyped to basically be the next generation of roleplaying games and it ended up being the worst thing BW has ever made and so awful it was painful.

Ultima 5.
Running on a system with well above recommended specs your avatar jerked and weaved across the screen like an EQ character on a 1200 baud modem.
edit: I may be thinking of Ultima 8...

WAR was a big one for me. I had a ton of hopes for that game. And then I played beta... and then I deluded myself into getting a collector's edition. I knew in beta that the game wasn't as good as I thought it was going to be, yet I continued to tell myself it would be another DAoC era of my life. I was wrong.
That game more or less cheated on me

Spell animations looked like they were made in MSpaint ffs. Lots of stuff was poorly thought out and the good stuff was poorly applied.

Most of the other games listedby others are probably even worse, but i was warned off them so i didn't waste my money.

Everyone's entitled to their opinion but I loved that game. Everyone I know that played it loved that game.

Well yeah Warhammer was dissapointing, since I too was hoping (in vain) for something DAOC2-ish.
Deep down I knew there weren't any guarantees of that, but still.
Well one's stumbled over a few turds or just plain meh over the years of course.
Red Faction 2 for instance.

This is a good candidate too. The only fun part of the game was the animal phase, which lasted about 2 hours and got boring by the time you were done with it.
