Cutting 60% block to 50% block is a 25% damage increase, cutting 50% parry to 40% parry is a 20% damage increase, cutting 6% evade to zero is a ~6.5% damage increase. 1.25 * 1.2 * 1.065 = 1.5975.
i'm not convinced it works by cutting % from any of those things...we don't have the to hit formula...and probably never will...
altho i see ur math now and how you came up with 25%..and if it does work how u suggest its not as bad compared to the other 2 assassins than i thought...

The note said that the realm abilities listed had been changed from 5 to 9 tiers. I can only assume this means that since LW wasn't mentioned...it remains a 5 tier RA.

See the "now also" it implies that is in addition to what it already does.

Yes, but that doesn't change the fact that the ability is still extremely lackluster to say the least. Both POW & END are not major issues anymore (sadly) and thus no one will even notice when you pop this. It's even worse for solo Skalds. It really needs to be changed to a 25% Omni-Heal on a 5m RuT. (Basically Warlord's ML2 ability, but at a higher value and make it group-only.)
