People started running bots for the same reason people exploited strafing and run-thru. The same reason they exploit geometry issues in the game - to get an unfair advantage over another player.
And that competitive nature which will take advantage of any means necessary to win is what the OP has issues with. Buffbots should have been squelched when it became clear they were an issue. Mythic even stated it was a problem, but instead of stopping the cheating, they just took the dirty money and the game was irrevocably changed in a way it was never intended to be.

and... there have been bots standing at the portal keeps sense the first year this game was live... just the numbers have grown over the years... it wasnt non-existant in the past... its just as the population got smaller and less active buffers in group, the bot at the keeps got more and more...
especialy in alb when most clerics the first year were spec'd smite nuking stuff... so alb always had bots at the portal keep to buff the group because the active clerics werent spec'd for buffs
