Mythic has a fairly vague "Spirit of the game" rule in the rules of conduct - they should use it to lock scammers accounts and remove any gains made by the scammer. If they don't then these scumbag people believe they can get away with anything.
I agree with you in principal but it may be difficult to put into practice.
If the scammer discussed things in game chat, then there is a log where both parties discuss the against-the-rules transaction. If the discussion is in the log then action should be taken. If action is taken it should be taken against both the rule breakers. In this case the scammer should be banned and the person trying to transfer gear/plat should get a suspension and a warning that further rule breaking will lead to a ban.
If Mythic puts into practice a rule where they punish such actions when the chat log clearly shows what took place, then in the future all the discussions that lead to such against-the-rule transitions will take place in some other chat or on some vent voice chat where Mythic can’t look at, or listen to, what lead to the transaction happening.
If the scammer was smart and discussed the transition out side of the game, there is no way for Mythic to know why the transaction took place (no way to know why one player gives another a bunch of gear/plat). If someone became angry with you in game, all they would need to do is have a friend give you something and then /appeal to Mythic that you are a scammer. How is Mythic to prove otherwise?
I have seen groups of friends /appeal a players name just because someone in the group became annoyed with some silly/annoying thing a player did. I would not put it past the same group (or similar groups) using some rule about trades where if 8 people file complaints it is enough to have someone’s account banned.
Also, while scammers should not profit from scamming people, both that are a party to the transition are rule breakers and both should be penalized for trying to circumvent the rules.
I posted this analogy previously but it fits, the OP effectively wants the police to enforce a drug deal gone bad.
