I'm sorry but this is just dumb. For as long as I've played DAoC, Mythic has had the same policy regarding item transactions, and I have no problem with it. It isn't the CSRs fault and there's no reason he should be fired. I don't support scammers, but bottom line is, don't hit accept without accepting the possibility of losing whatever you are trading.

let's see buy plat from 3rd party vendor and buy items and navigate a black market of traders and scammers and so or just set up an item shop and make the game f2p.

It is your fault for trading with someone you really didn't know to begin with. Not the CSR's. Also, Hibernia doesn't have Shadowblades, Midgard does.
