Just because I wasnt sure I ever installed vtank with the actual install file in C:/games i did that... no luck

I think so. I have looked at everything I can imagine and the only thing I can think of is that your machine and/or .net framework install is messed up.

If reinstalling .NET doesn't work, you may have overclocked your PC while installing windows - generally a bad idea, any errors can cause all sorts of weird issues like this.
