Starting in the first line of the thread, Riu describes the computer as running on Windows 7 Enterprise. The 'Enterprise' version of Windows 7, when installed, is OS license by a license server. This is normally used by large companies for a method of distrubution .. Which leads into my question. Even with it being used for private playing of AC, is there a chance that this computer Riu is using may have corporate group policys in place that may be blocking Virindi's program from installing (downloading in particluar) correctly?

Yes, you need both installed in the same computers. As you gathered, VTank depends on Decal. But VTank will find the folder that Decal is installed in.

Un-needed. I've done the installation in a number of dozens of times between regular and test computers and never done it in Safe Mode.

Not needed any more. The early versions of Windows Vista, when first released, had the Anti-Virus companies scrambleing for a few months to get things working. But thats old news by now. I always have AV running when doing ANY installations.
