Already exists: Target Lock. There used to be a checkbox for it on the main UI, but it was removed to make space for other stuff. There are two ways to set it now: pressing scroll lock (or something else if you run DHS and have changed it), or in advanced options. The use of scroll lock for this feature is identical to the behavior of ElTank.

Already exists.
VTank has 3 possible ways of choosing targets: purely by range, purely by angle (how far you would have to turn to face the monster), and a hybrid of both methods. When running the hybrid method, targets within a certain distance are selected first, by angle, and then monsters further away are selected by range. The threshold distance is set by TargetSelectAngleRange, and the method is set by TargetSelectMethod.
By default, TargetSelectMethod is both (the hybrid method), and TargetSelectAngleRange (the 'danger zone'

is 5 meters.
HOWEVER, once VTank has begun attacking a monster, it tries to finish it off if possible rather than switching back and forth between things as they get more and less appealing.
