Actually Comcast often gives a new IP if the MAC changes.
The MAC they usually see is the modem, and if they do sniff the next device downstream, then you probably had to clone your computer's MAC into the router anyhow. Still, actually getting a new IP is certainly not a problem -- it rarely if ever changes on its own, but the IP is only leased for two weeks at a time.
Dialup users (ah, ancient times) would get a new IP every time they called.
They see the router/computer, and the router MAC should work often enough. You can usually get a new IP simply by changing your MAC address.
