Where did you get those ideas from? 
There are some games where that nets a ban. In the case of vindictus it merely means you can't access the marketplace for a while etc.
Personally I think it should generate an e-mail to the e-mail registered to the account with a "you changed IP -- is this you?" Y/N auto-email with auto-response.

didnt read all the replies....
I had similar issues when comcast upgraded local area to docsis 3.0. Once they put in new modem that was docsis 3.0 compatable, issues stopped.

And yes it does look like docsis 3.0 is probably the culprit. Maybe with about 8 hours of work and a month of wait comcast will upgrade my modem. They have the worst customer service on the planet.
They have a service place 15 minutes from here -- but we arent considered in the area of that service place and they wont help us with anything -- the one they send us to is a 2 hour drive in solid traffic into a nasty city area.

Happened to me last year, in the end it was the router/modem going FZZT.

There's many good security reason to not bypass your router, but there's not a single thing in this statement that isn't wrong. You IP is assigned by your ISP, it could but probably won't change when you do this, and no game is going to assume you're a l33t hax0r because your IP address changed slightly as nearly everyone on the planet is on a dynamic IP address.
Cables that aren't getting moved around all the time rarely go bad, but splitters do. A cable splitter is your most likely culprit inside the house, but your problem is definitely most likely to be coming from outside. Maybe not all the way down at Comcast's facility, but from your house to the local junction is very likely to have the problem.

So if the service place you live near is a service center *YOU* can walk in to and deal with a rep face to face, I am pretty sure you could take your leased modem in and ask for a new one... That's what I did when my "new" modem stopped working... Went into the local service place and said "this one sucks, gimme another please".. OK one moment..
Try that if it is an option..

Hahahaha comcast -- they actually gave me the DMV obnoxious public unservant sneering dismissal when I went to "the wrong place" last time. That was to try to upgrade a DVR. There is no way they will do anything for me over there... They so much as said they had what I wanted but wouldnt give it to me because I wasnt in the proper zone.
As it stands I just sent them an email. If that fails I am not going to be the one talking to them again via phone. It will be my mother -- and they will wish they had just answered my email or dealt with me over the phone at that point

Both times we've had that problem it's been the modem. We've burned through two of them in six years.
