If it is an ingrown hair you have to wait for it to get a head before you can mess with it. Do the cream thing because it will cause it to go down in size and redness. Its rubbing against clothing so its being more and more irritated. Try putting a band aid over it as well to help. If it continues to be the same red after the cream and a band aid, go to a doctor because its a cyst that needs to be lanced. Or do it yourself as its not that hard.
Everything I just wrote has already been written in this thread. I'm just telling you again.

It could be an abscess and if that's the case neosporin won't do a damned thing. If it's far enough beneath the surface you'll have to see a doctor to get it drained, end of story. If it's closer to the surface then you might get lucky. Use heat to draw the infection to the surface (may take a few days) and when you see white just beneath the skin, break skin and drain.
I've had a couple abscesses. They do not go away on their own. The latest one, it grew from what looked like a red painful pimple/ingrown hair to something the size of a quarter, and purple and red and really bad looking. The thing itself was the size of a quarter and the skin around it was red as well. Didn't have any red or purple lines traveling away from it, which would have been REALLY bad. Hot washcloths helped draw it to the surface and then I pretty much just broke the skin with my fingernails. That part didn't hurt at all- kind of like peeling away the skin from an empty blister, if that makes sense. Squeezing the crud out did hurt, but I kept it up till the nasty gooey greenish/bloody pudding consistency junk was gone and all that came out was regular blood. No problems either time.

Neosporin isn't going to do anything to get rid of it if it's an ingrown hair. Pick up some Prid Drawing Salve and it'll do the trick. It's nasty looking black stuff, but it works.

Okay so, this is going to sound messed up, BUT. I took some vice grips... and that bastard popped! I was severely disappointed at how little came out 
Edit: The initial burst was a few chunks of white stuff, now all I'm getting is a clear liquid... there's more in there, isn't there?
