No. The bug should be fixed - where cloak shear doesn't remove buffs from a bot's conc. window, causing new buffs to get doubled up/overwritten (like old spec AF) - but the effectiveness of shears have been nerfed over and over again.
Cloak shears really aren't powerful when: you can use fully capped item charges to replace missing buffs, or an instant heroism pot, or pick which buffs get sheared by the order you buff in and avoid losing anything important at all.
