As is, the Justicar healer is too specialised in regards to his abilities to be a viable off-healer and too hybridised within his own soul to perform as a main healer. Trion should make up their minds as to what they want the Justicar to be, healer or tank. As long as it's trying to be both, it will really be neither.
As someone who has played a Justicar/Shaman/Warden during both the last Beta events, I can only say I disagree with you assessments. First, you get 3 souls in your role, if you want more healing, put in a "heal" soul. The Justicar doesn't need to be that to be useful. Second, you have 4 roles, if you need a "full healer" for a job, switch to a role for that.
Now, I wouldn't set out to "solo heal" a group with my primary Justicar spec, no. But he functions quite well in an off-tank/off-healer/melee dps role.
The group AE healing, doubled up on the tank, before including any other heals (warden hot, doctrines, etc), makes the life of the main healer much easier. In fact, in big add situations, my Even Justice (hitting 5 targets) pumps out AE healing every GCD for the group equal to a normal AE heal from one of the "full heal" specs, and double that healing for the tank. It isn't nothing.
In a pinch, I'm never concerned with peeling an add off the healer or DPS, because I can take the punishment and keep myself up (assuming the healer has his/her hands full).
And regarding the inability to heal, well as I found out on two bosses in Darkening Deeps, I can definitely keep a tank up if I need to. The first boss is meant to require 2 tanks, and my healer was getting all he could handle trying to keep "his" tank up, while I took care of the second one, without issue. On the spider boss, when the healer would be webbed, I took over healing until he could be released.
Nobody in the group complained that they brought a hybrid healer to the party on that run.
