I have said this after every expansion. Making leveling so easy has really removed any sense of accomplishment that comes with leveling. Outland and Northrend have tons of content. There was no reason not to stretch those zones out to 20 levels each. Cataclysm could have been 20 as well if they hadn't been so, for lack of a better term, lazy.

The fact that people are already maxed out in Heroics 2 months after the expansion released further illustrates my previous point, and yours.

They have tried (somewhat) to correct this...implementation has simply been lackluster.
