Actually, I'd say Bliz does a pretty good job of figuring out what players want, hence the number of players for ALL their games and their repuation as one of the best game producers of all time.
Gameplay is more important than being able to customize the appearance of your avatar. Unless maybe you're playing SIMs or going old school and busting out your daughter's barbie collection.
I'd say this is a nice to have if the game can support it type of feature but there are so many more important things that it's barely worth discussing.
With Bliz and WoW I'd much rather see them focused on new content delivery over any fluff feature like this, realid x-realm stupidity, etc, since their pace of delivering new content is horribly slow and they don't need distractions.
Ability to mangle my avatar isn't going to keep me playing. New content to explore and crush makes me want to log in and keep my sub going.
As a side note, when I was playing Rift I'd often see players writing they wanted a barber shop like the one in WoW...
As another side note...in DAoC and Rift you could/can dye your armor and a lot of times players come up with hideous looking schemes that rival any visual vomit built-in to the game as "sets" or mismatches of level appropriate gear.
