What would they be sued for, and who would be doing the suing?
The end user is still held responsible for pirated content. It's up to Google to remove such links as they're discovered. What's insane about this bill is that both Google and the Federal Government would need entire new departments just to maintain these updates. Managing a proxy server with web filtering for a large organization is a full-time job. I can't even imagine how many people it would take to proxy/filter the entire Internet.
It's practically impossible to filter all of internet, theres no way of making 100% foolproof filter that pirates and other unwanteds wouldnt learn to bypass within a day.
and under SOPA linking on illegal content is seen as piracy.

Yes, it's about stopping piracy. The way they want to do it is just stupid, though. They'll block the DNS entry for a website that they determine to be in support of piracy, but you'll still be able to access it via the IP address. Basically they're doing nothing to stop piracy and just making the Internet more complicated and inconvenient.
A lot will depend on what the final bill looks like, but at the moment it looks like a steaming pile of crud.

incorrect....it is worse that
what sopa does is gives the gov't the power to shut down a site based simply on an accusation by anyone claiming copyright infringement.....the company making the claim doesn't have to prove infringement.....they just say hey...they have my stuff! and bam...shut down.....
no warrant needed....no trial where evidence is given one way or the other
nothing
the company then has to go thru the year+ long process to maybe get their site back
this has already happened pre sopa

Okay, well take this for-instance.
Someone makes a link to a song or movie on the Outpost. The link goes to a foreign site hosting pirated material.
The owner of the copyright sees this and reports his/her material to various supporting agencies (in the case of IGN, word would have to go to wherever they get their ad income). IGN receives a notice that their ad income will be stopped in 5 days if they can't prove that they aren't hosting pirated material. The notification probably goes through their ISP to the email address of their webmaster, who discovers it 6 days later. IGN's ad revenue is cut off. VNBoards is promptly shut down because it's cheaper for them to pull the plug than to investigate the matter, respond and reopen the site.
