Okay, well take this for-instance.
Someone makes a link to a song or movie on the Outpost. The link goes to a foreign site hosting pirated material.
The owner of the copyright sees this and reports his/her material to various supporting agencies (in the case of IGN, word would have to go to wherever they get their ad income). IGN receives a notice that their ad income will be stopped in 5 days if they can't prove that they aren't hosting pirated material. The notification probably goes through their ISP to the email address of their webmaster, who discovers it 6 days later. IGN's ad revenue is cut off. VNBoards is promptly shut down because it's cheaper for them to pull the plug than to investigate the matter, respond and reopen the site.
It's actually worse than that
If someone uses a song in a video they make. That's infringement and is against the policy. IE bare minimum YouTube, and any other video website that hosts gameplay video with background music immediately will be shut down pretty much

Lets not forget that the US will loose all the corporations that actually work in this area, they will flee to greener pastures ie: Europe.

Actually I think YouTube will be affected least of all, since they already quickly shut down videos at the copyright holder's request. SOPA doesn't really change things for companies that were already dealing with copyright issues daily. It just adds a whole new list of companies that it affects, too. It also stipulates penalties, but I'm not sure how different they are from the existing ones.

It does matter if YouTube was complying, though obviously it remains to be seen as to what consideration will be given if an IP holder gets abusive and goes after companies that really are trying to ensure that they're not hosting copyrighted information.
That said, how are they going to shut down YouTube? They can go after their ad money...which is supplied from Google...which also happens to own YouTube. The bigger companies aren't fighting this because they're interested in your rights or because they're scared they'll be shut down. They're fighting it because they're going to have to hire entire teams of content and legal specialists to stay on top of it.
