I've been listening to the screeching about this subject on TV for an hour or so.
God Damn people are idiots. They don't even have a fricken clue what they are mad about. This decision today did NOT say there could never be a pipeline. It didn't say there shouldn't be a pipeline. It didn't put environmental concerns above energy sustainability. It didn't give tree huggers a huge victory. (all things I heard "reporters" claim on the "news"

All this decision said was:
We will not approve building this pipeline at this time, since the company building it hasn't even decided where the fuck they are going to put it yet after the state of Nebraska declined to give them access to the route they originally wanted to use. They will need to tell us where it is going to be, and allow sufficient time for impact studies before we just say, "Hell, do whatever you want. We trust you. Oil companies never do stupid things".
That's it. The Obama administration wants them to do the damn paperwork and allow state and local governments impacted by the proposed route time to study how it will effect them. They will not simply say, "Go for it, do whatever the hell you like".....which is what the Republicans demanded.
