It was stated by the prosecutor and sheriffs, quite often. It will be in any story about this.

In fact it was stated by Paterno himself.

So your fundamental failure is to understand the kind of power a coach like this has at his school.

Read anything from anyone who is from and knowledgable about PSU. They will be happy to tell you that Joe Pa ran that school for decades. Admins do not bring millions of dollards to the school. Football does. PSU is a footbal school and Joe Pa WAS PSU football.

You should also probably look into the former professors who complained that Paterno insisted on disciplining football players and openly requested (read required) that no outside people be involved. "I can handle my own players, I know best how to discipline them."
