Neither scenario is even close to being that simplistic red K.
illegal immigration is a serious problem that has many cons that don't exist with foreign trade.
Plus not all foreign trade is the same. Foreign trade propped up by currency manipulation, worker's rights violation, environmental issues, etc.

Im sure ill piss off some liberals saying this, but the corporate tax rate being 35% isnt helping the US maintain a mfg base in this country. It needs to be lowered. As someone who works in an industry that outsources work to China, I can tell you that it isnt that much cheaper to business in China than it is here. And with the quality problems we have with their products, all my company would need to bring the work back to the US is an incentive that would make them more money by keeping it here.
If all corporations actually paid their rate, it wouldn't need to be 35%.

I just want to make sure I understand you. Those that do pay have to pay 35% to make up for those who do not pay that rate, or do not pay at all?

The difference is actually made up through other taxes. Corp tax (as a % of GDP) has been decreasing steadily for decades.
