Love is relative, and ultimately we all have to decide what it means for us.
To me love is a combination of need, desire and obligation. If I feel like I need and want someone then I consider it love, but I also understand that I have to do something for them in return. Nothing is free; not even love.
If you say "I love you" you have promised that person whatever they believe comes with love.
That is why I think it's important to be careful who you say it to. Even if you feel it sometimes it's better to keep it to yourself.
