Yeah. I remember back when dad was serving in Vietnam, we got food stamps. Had to go to the courthouse every month and sit in line for hours to buy your stamps. I think mom got $70 dollars worth of stamps for $35 bucks back then. I hated those damn coupon books.
As stated, the original program (back in the 30's - 40's) was for excess and surplus agricultural products, so the USDA was in charge. When JFK restarted the program (first thing he did the day he took office) he instructed the USDA to implement the program...and it's been with them ever since.
As to why we have a food stamp program...as mentioned, there would be food riots in the streets if we didn't. Half of all recipients are children, another 20% are disabled (many of them veterans), and another 15% are elderly.....showing that the vast majority of all people who receive food stamps are either kids, geezers, or gimps. Not able bodied adults who just sit around getting fat as some people seem to believe.
The other major reason we have a food stamp program is it is a HUGE subsidy for both agriculture and grocery stores. Many grocery stores see half or more of their total sales purchased using food stamps. Many could not survive without those purchases.

Food Stamps exist because the last thing any government needs is a hungry population with a bone to pick. Starvation is one of those "desperations" that causes populations to revolt.

I read an article about 6 months ago about some ghetto black guy who has been on welfare for most of his adult life, who won a multi million dollar lottery and decided to still collect food stamps. Made me mad. qq
