So, the legislation is actually designed to stop people from suing over birth defects but the liberals have decided to make it about something else so they can complain?

The legislation says you can't sue your doctor for not telling you your kid had a birth defect.

Ordinarily? Sure. Just like a doctor who examines you and finds you have cancer can't refuse to tell you and just pretend you don't.
As far as I can tell the law doesn't change that. It just says you can't sue them for not doing it. In effect meaning they don't have to because there is no remedy.
Leaving a situation sorta like if you had a law saying "you can't murder people" but then there was no punishment for it.

What is the penalty to the doctor that doesn't tell you? They should be forced to tell you everything and there should be extreme penalty for not.

You mean now? Or under their law?
Under common law you can sue the doctor for something called either wrongful birth or wrongful life. You can get any damages you have (like costs related to the kid's disability) and punitive damages too if they deliberately withheld information.
Under their law you would get nothing. It is possible the medical profession disciplinary board might take action against the doctor, but I really doubt it since those boards are generally known of as a joke that never do anything to doctors because they're all made up of doctors themselves.
