They're not fatty. Hispanic is a non-racial catagory. There are black hispanics and white hispanics and brown hispanics.

I guess it all depends on what hispanic is to you.
Spaniards are fair skinned. Back in the day when they were conquering south America they brought in a lot of black slaves. over the years the poorer Spaniards breed with the slaves. That why you have some Spaniards with skin tones like this...

This. Since the 2010 census, Hispanic is now a yes/no question called "Ethnicity" on any form going to the feds or to an organization who reports to the feds. I have heard that some census offices were trained to complete Hispanics as white if nothing else was selected, though. Technically, most of them fall into the "Native American" racial group now, though that messed up a whole different set of reports on American Indian populations.
