I think they are redoing how they track character info. The Realm WAR page on the WAR Herald has been buggy and broken since day 1. Now it doesn't even really work or serve any function for the most part.
This makes me think that because of camelot herald's issues they decided to possibly do an entire overhaul. They share the same engine and core code so I assume it couldn't be too far of a stretch.
Now when this is finished is another question all together.

First, what are you doing on the WAR herald? Second.. yeah it sounds probable that they might be working on the Herald atm.

Not really. It has gotten better in a lot of ways but the direction they have taken in regards to "the rich get richer and the poor get poorer" and RvR has driven a lot of players, myself included, away. It has become ToA-lite and a very weird, overly complicated, zerg dominated and underdog punishing RvR system.

Honestly they should never fix it> it really hurts the game if peps know the numbers. I know if know that no one plays the game. I won't play it. The number from war stop me from re upping. They should leave it broken and let the action speak for it self.
