I sent feedback suggesting that the Infernal merchants be available all the time, and also have all the seasonal rewards for sale as well at similar prices.
Everybody wins that way. If you want to save money (or earn some CM cash selling the items), you can run the quests when they're available. If you are playing in the wrong season, there's still a way for you to get the template-worthy items, and it's a plat sink as well to help out the economy.
Actually stuff in housing will go up in price so people can afford the sleeves

Wait, I am not an economics wiz. The fixed price of an item designed to lower available
money in the game can raise the price of 250 plat ML10 weapons? Or would the lowered cash flow cause the overall costs of items to come down to a reasonable level once the excess monies were drained away?

In the short term, prices would spike up so people can afford more of the sleeves. As the overall supply of money drops and drops (unlike buying an ml10 item, money for infernal sleeves leaves the economy completely, instead of just changing hands) prices would slowly trend back down, as people would have less plat available with which to buy things. Short term = increase, long term = decrease.

Dalira is wrong. People who tried that would fail for two reasons: money would be more valuable/scarce relative to items, and pricing is always in competition. The first point provides downward pressure on prices, because buyers will be stingier with their money as well (and as per point #2, buyers determine the market value, not sellers). The second point guarantees that if you raise your prices above market value to make more money, other players will undercut you and you'll make nothing instead.
Ideally Mythic would be monitoring the amount of plat floating around in their system, and dynamically adjust their cash sinks (and maybe coin drop rates) to keep things at an acceptable level. WoW did a great job of this, providing desirable "fluff" items at moderate to high prices with little effect on actual gameplay. I know I'd pay for things like extra personal vaults, etc., I'm sure they could come up with some good ideas to take money out of the system (if they cared to do so.)

Those little demon elves always come around thanksgiving and christmas
no matter how we try to keep them out of odins gate.
So prices would spike shortly, then would lower eventually if the money
goes out of the system. I say that is good for everyone.
