As a returning player, I find the seasonal access to template-worthy items to be fairly irritating. Especially for these sleeves, since they're not tradeable, and are the only item in the game that provide these particular benefits.
Just make the merchants available all the time already, it's silly to punish people for a full year because they missed the event. That'd be better than making the items tradeable, if you want to keep this as a plat sink.

this things make people quit game, and make people cant back in game, cos they cant have best items for they best new templates
and more important, new characters created cant get those seasonal items no tradeables .... what the point on doing new character if cant get best items?

You are not entitled to the best gear on rerolls.
I do think a semi standard time table on seasonal items and such
would be reasonable. Maybe every 3 months do 1 set of items or a
medal of honor type quest.
The sleeves and the DF weapons should be on that rotation. These
items were probably meant to get subscriptions or reward actives.

The Infernal Merchants are not something seasonal, its a way to drop plat in game because people will have to buy a new pair of sleeves when the old ones break. This is something that helps keep plat down in game so other things in housing are not at such a rediculous price.
