back in the day... waaay back when..... we used to only be able to log in a single daoc client and only in full screen mode.... (and we had to go up hill both ways to do it of course)

there was a program daocx that allowed you to run multiple clients in windowed mode...

Mythics response.... was they added the support into the client to run windowed mode and 2 clients...

why mythic put a 2 client limit.. i dont know... but they are obviously not against people running multiple accounts on one computer.

They made the change in February 2003. Back then, they were concerned about bots and cross-realm spying. My guess is, those two things drove the decision to raise the cap to two. Bots urged them forward and cross-realm spying held them back. For a player with a bot, two accounts are enough. Fear of cross realm spying made them reluctant to raise the cap at all, so they raised it as little as possible and waited to see if it was a mistake.

They were also concerned about creating technical problems. That's why they added the popup that says they don't support running two clients. By limiting the increase to two, they lessened the chance of technical problems.

Hardly anybody was thinking about multiboxing back then. If I remember correctly, Team Wizzy didn't exist till 2004 or 2005.
