The frontier is good xp, though there is no quests there like the BGs. Still the xp is good. At 36 I'd try the fenris pups south of Fens 3.
Be aware that you will get the occasional solo or small man wander by and kill you though, though I've never had too much trouble with that personally, other than the odd one occasionally.

there are sections of the frontier where you can't be attacked unless a relic keep is under siege. Well, most of the time anyway, there are sometimes campers there but it is very rare.

Yes. Although not all areas have high traffic and some areas are blocked off completely unless a relic siege is happening. This is why you get such a huge XP bonus in RvR zones. It is risk vs. reward. The reward actually out-weighs the risk significantly too.

Port to the battleground (Molvik) and do some PvP in there if there's action around... else kill mobs in Molvik, since it's a PvP zone you get 200% XP in there.
But do keep in mind.. you're lower than the max level (L39 RR2L9) in that BG and there's dedicated toons running around in capped templates.. so it's not going to be a good representation of how RvR will be.. stick around other people or help in taking/defending the keep/towers in there.
There's some very OPed classes in there that aren't necessarily such a big deal in New Frontiers at level 50 (ie you won't stand a chance versus any assassin class or a bone dancer's pet -- any pet class for that matter is a pain since they ignore closed gates.. but the BD pets hit very hard for that level)
BG PvP is very different to level 50 PvP.. might aswell try it.. some people prefer it over L50 PvP.. some don't... you won't know until you tried both!

Ran around Molv already for a little while was quite fun, I followed around a BD and we got some nice kills...all though I think he done most of the work.... + I got 2 shot by a stealth guy.
