Imagine if Det9 tanks only did 75% damage for all that investment? A MoC5 caster cannot out dps healing unless it's a massive cluster @#$% of zerging aoe interrupts with huge RA dumps.
The real issue is the inconsistencies in casted mezz, roots and stun. With an AoE mezz you have falloff, lowered duration due to resists, some realms having access to red resists buffs while others just green. A stun nuke on an Alb is devastating because you never see friars. B/S/E damage rips Mids.
I don't see CC and interrupts as problematic in DAoC, as it is very unique (with the massive exception that pet spam is completely imbalanced). But, I could get my head around the problem better if all CC was essence damage. Then at least you could put your finger on how long someone is actually mezzed and calculate if it's too much.
As it stands now, you can throw out an AoE mez on a bard, sorc or healer and you never really know what the hell is going to happen... other than every pet in the other group aggroing you in 0.0001 seconds at speed 1000. Everyone has purge1 at least, so in most fights you're looking to survive 60 seconds and land a clutch remez.
One idea I would stand firmly behind is that target state could be taken into account when calculating damage... stunned targets taking only 75% damage, or mezzed targets 50%. That would add some survivability and change the game up a bit. Really, how many times of all your deaths, were you killed whilst stunned? It's the MO of this MMO. The helplessness does get frustrating.

ever tried to count how much armsman or mercs are in a albzerg and how much wizards are there? no? you should give it a try, it may deliver some surprises. not to speak of 8v8, where next to no grp runs more than 2 melees since years.

Shoulda played classics, plenty of tank groups were there~ ToA just kind of puts casters over the top.

His reasoning doesn't take into account prekiting, disease, and anything else that renders tanks completely useless~

Mezz does,infact, need to be nerfed. It should not be more than 15 seconds on the first mez. But there should be only a 10 second timer after you are mezzed so you can be mezzed again and not the 30 second one.
Also, to help the mages, there should be a 1 second stun on the target that a mage hits with their magic ... every attack, unless they use their , eeer, magic that cannot be interrupted. Forget name.
