Since Mythic patched today, I'm guessing that you tested this with the new version, possibly on Pendragon. If so, inconsistent results may be the result of changes in the patched files.
Pendragon uses a different folder for the character's config files. For Pendragon, you have to delete the files in:
C:\Users\(Your windows user name)\appdata\roaming\Electronic Arts\Dark Age of Camelot\
Test
Since there's a new version, and since you're seeing inconsistent results, you might want to reboot to get the PC in a consistent state, then test again, and then, if the error recurs, look again in critical.log for error messages.
You may also find some useful info in Event Viewer in Windows Log/Applications or Windows Log/System.

Just because DAOC is responding (i.e. is processing messages from the operating system) doesn't mean that it's loading or doing anything useful. DAOC is probably just sitting there doing nothing except responding to the OS.
If you want to forcibly terminate DAOC's programs (or any other program) use "End Process" on Task Manager's Processes Tab instead of "End Task" on the Applications tab. (The names of these things may have changed in Windows 7 ... these are the names in Vista.)
