The rings are supposed to be distributed this week. We were waiting for more answers to come in, before handing the complete list over.

It's a crappy ring to begin with. You could give one to every character on the Ywain server for free and I am sure 99% would just put it in their vaults and never use it again. Let's not act like you are giving away the Sword of a Thousand Truths~

Wouldn't it be easier to hand out the rings via Royal Treasury Clerk-NPC in the Capital than placing them into the char's inventory? Is the ring rechargeable and perhaps accounty-only?
