The most Pac a 50 [good] Healer specs is 40, but yes, the proc helps a lot when leveling if you're not PLing.

I agree, but i'm free to spec pac all the way to 40 with no draw backs. My arguement is if i level a Bard the same way i'm leveling this Healer, i'd have to spec high melee and suffer a loss of cc/utility to do it even remotely as fast. Then i would need to respec before i could get a Bg RvR group (or at least one that wouldn't boot me).
