I would go as far as to say this tier system is most likely true for Combat speed percentages also. I know similar things exist with %duration ... it rounds up so my 10 sec stun lasts 11 sec with 10% and 12 with 16% - 20%

I think for duration the next tier is where you reach a full second of duration longer, as it does not just round up.

i.e. 10 sec stun will take 10% duration to reach 11 sec and 20% to reach 12 sec.
9 sec stun will take 12% duration to reach 10 sec and 23% to reach 11 sec.

Combat spd is though to be linear - if you think there are tiers do some testing!

I would be interested in seeing some results from a test that shows the contrast between maxed out casting speed/damage from say, a life-tapping class and I guess a savage (for example) w/celerity and haste etc... seeing how they have the chance to get Quad-hits...

I am guessing by the time a savage can get to the 2nd or 3rd round he would be dead from like 4-5 taps...
