It wasn't an oversight. They still have envoy detection that is accessed THROUGH Lifetank XI. It is called Detection XI. With admin access to the auth servers you receive access to it, and it's been there the whole time that they have said they "removed" envoy alert from lifetank XI. All they did was take away public access, pull out the partial code, and rename it Detection XI.

"... However, after discussing this with Turbine, we feel that moving forward, the best option is to remove admin detection from the plugin. ... However, this is not intended to be a UCM solution and both Turbine and the LifeTankXI Development Team were not happy with the previous state of the plugin..."
So unhappy that after removing it from public they put it into their admin ltxi *edit*AUTH SERVER*edit* access for themselves..

"Bring it on IMO. All you're going to do is show everyone how you can't play AC without cheating the admins. Didn't it ever occur to anyone UCM checks haven't been happening because they aren't really UCM checking? All they're doing is waking people up. With this done, I'd bet there will be ALOT more tests from hereon out. "
Say that the LTXI users couldn't play AC without cheating the admins. You remove their access to the detection, and make a new detection with that for yourself. Now who was it that couldn't play without cheating the admins?

"We felt it was time to stop supporting blatant breaking of the CoC that everyone agreed to follow, and with Turbine's support we did. I'm sorry we care about following the rules of this game more than some of you here. If you want to break rules or cheat, goto WoW or something..."
Ah yes, stop supporting it from your users, but keep supporting it yourself, nice.
One final quote from C'relic:
"So, let people write their admin detection. Again, it isn't that difficult, but that would be against Decal's CoE so good luck with that."
They wrote Detection XI which is made soley for admin detection and therefore by your words is against Decal's CoE.
Edits for clarification between names.
