ok upgraded to newest version and replaced the "spells" folder but it still seems to be casting 7s only

Where are you replacing the Spells folder? The directory for the data files changed in one of the 11.9 releases.

Thanks for the links-info-dedication to a plugin that so many use.
Shout out to Xeon! 
I followed your directions and uninstalled 11.9.8, then installed 11.9.9, added new spells to the directory you listed and can not get in game with LTx running. I looked at debug, errors, events logs and didn't see anything unusal there.
AC hangs for a long period of time at the entering world screen, then yellow/red links going in from portal space.
Any thoughts?

ya, i think this spell replacement messed up my mage when he tried to use IMP 6
he just sits there and hangs... only change is adding this new spells folder

Replace it in the LT folder in "Documents and Settings" or "My Documents", depending on which version of windows you have.

Strange. Does putting the original files back fix it?

Sorry Para, I re-installed 11.9.8 shortly after attempting to get 11.9.9 to work.
I am back now to check on status of any links to manually replacing the spells. I know that is time consuming and perhaps not the most efficient way to handle it, but I am weary of casting 8's manually lol.
Thanks for all the help from the utility devs, past/present/future.
***EDIT***
Well, I uninstalled 11.9.8 again, did regscrub and removed all instances of Lifetank, then installed 11.9.9 and the new spell zip. The spells are in spell folder as promised, but now it hangs upon character entering the world for approx 1 minute, then after portal space I stay bubbles alternating between rd/yellow link then lose connect to server. 
Back to 11.9.8 for now.
