Its not an issue of making a release targeted to all systems, but the fact that I'm using Vista on my primary machine, which is preventing one of the tools used to make releases from working.
And yeah, school stuff is by far getting the priority

i unzipped this into the data folder but there was no spell folder there to replace... and the 8s dont work

Are you running setup as an Admin? By this are you ricght clicking on the executable and selecting the run as admin option?
I also found this thread: http://www.itwriting.com/blog/167-visual-studio-6-on-vista.html
For me, I just had to run setup.exe as admin and things went well (only installed VB6). Service pack install went well too.

Yeah, I ran setup as admin. Same with the programs themselves. Basically, everything installed and VB 6 works fine, but VSI crashes when I start it up (with the informative "has encountered an error" message box.) Tried reinstalling, etc.

Get 11.9.0.9, I'm not sure if the files work with 11.9.0.8.
